Harry N. Relkin
Harry N. Relkin has served as general counsel for the New Mexico State Land Office in Santa Fe since January 2011, after having served as assistant commissioner of commercial resources within that office during the first term of State Land Commissioner Ray Powell, who wrote: “I believe that Harry Relkin has demonstrated leadership and civic responsibility, and has been instrumental in creating good-paying jobs for New Mexicans.” Mr. Relkin was given the State Land Office Achievement Award for negotiating and coordinating the necessary Memorandum of Understanding and key agreements with the City of Albuquerque; and for creating the long-term lease for Melrose Training Range adjacent to Cannon Air Force Base, which fulfilled the state’s commitments to help save Cannon AFB.

As general counsel, Mr. Relkin created a business-friendly lease arrangement for the development of renewable energy projects on State Trust Lands; reformed the State Land Office’s rules regarding private land exchanges; led legal efforts to remove (at the wrong-doer’s expense) illegal dumping on trust lands; coordinated the creation of the award-winning Mesa del Sol Level A Master Plan; negotiated, participated and led various efforts toward the Mesa del Sol Amphitheater, and for the 100-year lease that created the 3,000-acre La Semilla Nature Reserve, a buffer between Mesa del Sol and Kirtland AFB. Harry also led efforts to ensure the New Mexico Spaceport would be located on State Trust Lands.

Mr. Relkin’s community service activities include serving as one of three members of the University of New Mexico’s Lobo Development Negotiation Team to create new housing at UNM; participating in the Economic Forum and the National Association of Industrial and Office Properties; and serving as a board member of the Kirtland Partnership Committee. He also was instrumental in negotiating the public/private partnerships that resulted in three businesses locating to New Mexico; Albuquerque Studios, Fidelity Investments and Schott Solar.

“Harry Relkin has been a dedicated public servant to the State of New Mexico, and has also accomplished much related to his private-sector involvement,” wrote Powell. “He is more than deserving of receiving the New Mexico Distinguished Public Service Award this year.”
